Meta's per-message rates for Marketing, Utility and Authentication messages, why your BSP charges more than Meta's rate card, and what small, medium and large businesses actually pay each month.

⚡ TL;DR — The Short Answer

WhatsApp Business API in India is billed per template message, not per conversation. As of mid-2026, Meta charges roughly ₹1.09 for a Marketing message and ₹0.145 for a Utility or Authentication message. Replying to a customer inside an open 24-hour window is always free. Your BSP (the platform you actually sign up with) adds a small per-message markup plus a monthly subscription fee on top of Meta's rate, and 18% GST applies to the total.

How WhatsApp API Pricing Works

If you've read our complete guide to WhatsApp Business API, you already know the API isn't a flat monthly subscription like most SaaS tools. It's usage-based: Meta charges per message, and the rate depends entirely on what kind of message you're sending.

Until mid-2025, WhatsApp billed businesses per 24-hour conversation — one flat fee unlocked unlimited messages within that window. That model is gone. Since 1 July 2025, Meta bills per delivered template message instead — each business-initiated message is its own individual charge, categorized as Marketing, Utility, or Authentication. Only replies sent inside a customer-opened 24-hour window remain free, as "Service" messages.

💡 Why this matters

Under the old conversation-based model, sending 20 follow-up messages inside one window cost the same as sending 1. Under today's per-message model, each business-initiated template you send outside a free window is billed separately — so how you structure your messaging now directly affects your bill.

The Free 24-Hour Service Window

This is the single most important concept for controlling your WhatsApp API bill, and the one most businesses misunderstand.

Every time a customer messages your business, it opens a 24-hour service window. Inside that window, you can send as many replies as you want — text, images, catalogs, payment links — at zero cost, regardless of content. The moment that window closes without a reply, the next message you send them has to be a pre-approved template, billed at the Marketing, Utility, or Authentication rate.

How the 24-hour WhatsApp service window works Customer messages a business, opening a free 24-hour window where all replies are free. After 24 hours, the next business-initiated message is a paid template. 💬 Customer messages the business on WhatsApp 🕐 24-hour free window opens automatically starts from their message Unlimited free replies inside that window ₹0 — no per-message charge 📨 Window closes — next message is paid billed as a template message Key takeaway: You only pay for messages YOU send to re-open a closed window — replying inside an open one is always free.

In practice, this means support-heavy businesses pay very little — most customer service exchanges happen entirely inside free windows. Businesses running cold outreach or scheduled broadcasts (which by definition target customers outside any open window) carry most of the actual cost.

Why You Pay More Than Meta's Rate

You can't sign up with Meta directly for API access — WhatsApp requires you to go through a Business Solution Provider (BSP), an approved partner (like Upmark Digital) that gives you the actual dashboard, automation builder, AI agent tooling, and support that makes the raw API usable for a non-technical team.

Your total monthly bill has three layers:

LayerWhat It CoversTypical Range
Meta base rateThe raw per-message cost shown in the rate card above₹0.145 – ₹1.09
BSP markupSmall per-message fee added by your provider+₹0.02 – ₹0.10
BSP platform feeMonthly subscription for inbox, automation, AI agents, support₹2,999 – ₹11,999/mo
GSTApplies to the combined total for Indian businesses18%
⚠️ Watch for this

Some resellers quote only the platform subscription fee and bury message charges in the fine print, or vice versa. Always ask for both numbers separately — the monthly platform fee and the per-message rate including markup — before comparing providers.

Real Monthly Cost Examples

Here's what three typical Indian businesses actually pay, combining the Starter/Growth/Enterprise platform plans from our complete guide with realistic message volumes:

Business SizeMonthly SendsMessage Cost*Platform FeeEst. Total
Small
Coaching centre, clinic
1,000 Utility + 500 Marketing ₹690₹2,999≈ ₹4,350
Medium
Multi-branch retail/D2C
5,000 Utility + 3,000 Marketing ₹4,300₹5,999≈ ₹12,140
Large
Ecommerce, multi-city chain
20,000 Utility + 15,000 Marketing ₹19,250₹11,999≈ ₹36,900

*Message cost uses Meta's base rates above plus an illustrative ₹0.03/message BSP markup, before 18% GST. Actual figures depend on your provider and how many replies land inside free service windows.

💰 Putting it in perspective

Compare the medium-business example (≈₹12,140/month for 8,000 messages) to bulk SMS at similar volume, which typically runs ₹4,000–6,400 but converts at a fraction of WhatsApp's 98% open rate. Most Upmark clients report ₹10–₹50 in revenue for every ₹1 spent on WhatsApp campaigns — see the full ROI math in our WhatsApp API guide.

How to Reduce Your WhatsApp API Costs

  • Reply inside the free window. If a customer messaged you in the last 24 hours, your reply is free — never send a paid template when a free service reply would do the job.
  • Use Utility, not Marketing, wherever it qualifies. An order confirmation or appointment reminder sent as a Utility template costs roughly 7.5x less than the same content framed as Marketing.
  • Clean your contact list before every broadcast. You're charged for delivered messages — invalid numbers and unengaged contacts are pure waste.
  • Batch marketing sends into planned campaigns rather than frequent small broadcasts, so you can track cost-per-conversion and cut what isn't working.
  • Ask your BSP for transparent per-message markup — a lower headline platform fee sometimes hides a higher per-message rate that costs more at real volume.
